Coordinate the Stormwater Coalition of Monroe County |

· The 27 members of the Stormwater Coalition of Monroe County entered in to a 5-year intermunicipal agreement (IMA). The IMA formalized the work of the Coalition and established the membership fees.
· Membership fees amounting to $108,750 were collected from 24 MS4s and 3 non-MS4s
· The Stormwater Coalition met on a monthly basis to coordinate the members’ cooperative efforts to comply with each of the minimum measures established in NYS General Permit GP-02-02.
· The Stormwater Coalition established an Executive Committee that met on a monthly basis to provide leadership for the group and manage administrative issues.
· The Stormwater Coalition’s task groups (Education /Public Participation, Construction/Post-Construction, Illicit Discharges, and Pollution Prevention) worked on cooperative projects related to their area of focus.
· The Stormwater Coalition created a Grants Task Group to identify potential projects and develop grant applications as grant opportunities become available.
· The Stormwater Coalition created a website in order to facilitate the sharing of resources among the members, educate the public on actions they can take to reduce stormwater pollution, and facilitate public participation in stormwater programs. The site also includes links to members’ sites.
· The Stormwater Coalition coordinated a meeting in February 2005 with the other coalitions in central and western New York State to facilitate the sharing of resources.
· The Stormwater Coalition’s Finance Task Group researched long-term funding mechanisms and identified three mechanisms for consideration by the County Administration and the Council of Governments. |
· During the 2005-2006 permit period, the Stormwater Coalition is providing financial support to the Monroe County Department of Public Health to coordinate the work of the Coalition. The Stormwater Coalition will continue to meet on a monthly basis to coordinate cooperative efforts to comply with the Phase II regulations.
· The Coalition’s task groups (Education/Public Participation, Construction, Illicit Discharges, and Pollution Prevention) will continue to advance their respective projects.
· The Stormwater Coalition will help organize a second meeting in September 2005 with the other coalitions in central and western New York State to facilitate the sharing of resources.
· Early in the new permit year, the Chair and Vice-Chair will meet with the Monroe County Administration to discuss long-term funding of cooperative stormwater programming.
· The Finance Task Group will continue to work on furthering the implementation of a long-term funding mechanism for stormwater programs.
· The Grants Task Group will prepare a grant application for the second round of MS4 funding under the NYS Environmental Protection Fund. .
· In 2005, the MS4 and non-MS4 members of the Coalition will continue to pay a membership fee to cover the Coalition’s basic costs.
· The Coalition’s website will continue to be updated with new Coalition resources and other information, as well as links to its members and partner agencies. |

· The Village of Fairport used its semi-annual newsletter for public education and outreach related to water quality issues.
· The Stormwater Coalition of Monroe County’s “Education/Public Participation Task Group” created a brochure entitled “Make Your Home the Solution to Stormwater Pollution”. The Water Education Collaborative printed 5,000 copies of the brochure for the Coalition. The brochures have been distributed through environmental programs and events. It has also been posted on the Coalition’s website and incorporated into municipal newsletters.
· The Education/Public Participation Task Group created a stormwater door hanger and bookmark for use in educating the public.
· The Task Group coordinated a student logo design contest for the Stormwater Coalition. The contest was promoted through a direct mailing to local schools and a press release from the County Executive. The winning logo will be used on all Coalition documents and on the website. |
· The Village of Fairport will continue and expand its use of newsletter and public access television for public education and outreach related to water quality issues.
· The Education/Public Participation Task Group will re-print the “Make Your Home the Solution to Stormwater Pollution” brochure, as well as print 20,000 copies of the stormwater door hanger and 20,000 copies of the stormwater bookmark for distribution through environmental programs and events.
· The Education/Public Participation Task Group will update the Stormwater Coalition’s website with information about all the different stormwater education programs in the community and links to the Coalition’s partner agencies’ websites.
· The Stormwater Coalition will select a winner of the student logo design contest and issue a press release through the County Executive’s Office. Savings bonds will be awarded to the contest winner as well as to a student selected for honorable mention. |
